SA's New Escooter Legislation

In very exciting news, the State Government has introduced a legislation to parliament this week, paving the way for the use of e-scooters on public roads and paths. The Statutes Amendment (Personal Mobility Devices) Bill 2024 will authorise the use of privately-owned e-scooters and other personal mobility devices such as electric skateboards and the like.

Plus, you won’t need to register the device or hold a licence and the minimum ride age will be dropped from 18 to 16 years old.

When the Bill passes, you’ll be able to ride on footpaths, bike lanes, shared paths and roads.

This is an exciting step for South Australia as we leap into a new age of transport and personal mobility and the benefits, for individuals, the community and the environment, continue to expand.

Specific speed limits of 25km/h on roads, bike lanes, and separated paths, and a maximum of 15km/h on footpaths and shared paths with pedestrians, will be implemented through consultation-driven regulations.

The regulations will also enforce safety measures, including mandatory helmet use, prohibition of riding under the influence of alcohol or drugs, and a minimum rider age of 16 for unsupervised use of personal mobility devices.

This legislative initiative follows extensive consultations last year, where a significant majority supported the ongoing use of e-scooters on public roads and paths. Further consultation with industry experts and stakeholders will inform the finalisation of regulations before implementation.
